Yes, but… there are a few conditions to meet. Or more precisely, documents to complete!
Getting a tattoo when you're under 18 isn't impossible, but You need to be sure you want to do it and be aware of what this act implies.
Moreover, a parent or legal guardian of the minor must be present on the day of the appointment. (with a valid identity card) and will also need to fill out an authorization this shows that he knows what a tattoo entails and gives his consent to carry out the project of the minor he/she represents.
Please note, I am not encouraging people to get tattoos too early (I got my first tattoo at 25 and luckily I didn't do what I wanted to do when I was 18), but everyone is free to do what they want with their body (within the framework of applicable laws).
